CFM is targeted to those at a supervisory level, in operations, newer to the industry. This test is judged to be less difficult than the CFE or MCFE examinations, and thus a good place to start. For military, this test is ideal for E-4 and E-5, but also applicable for higher ranks who need more time to prepare.
